[sldev] First pass through VWR issues in jira

Hi folks,

I've made the first pass through the issues in the VWR project on
jira.secondlife.com (through VWR-71):

You'll notice that most of the issues have a value in the Linden Lab
Issue ID column, which is either a testament to the quality of the
submissions so far, or my inability to screen these issues properly. 
There are a few I left open which do not have LL issue IDs associated
with them.  Please take a look at these.  If they are useful issues,
please comment to that effect, adding more information if you have it. 
If they aren't useful, please note that as well.

I've also given everyone the ability to both reopen and resolve issues. 
I'm hoping this doesn't result in edit wars, so please do not get into
resolve/reopen wars.  Please let me know if you see abuse of this tool. 
I may have to resort to using a "good-citizens" group that I manually
add people to, and only give those folks the right to change this state,
but I'd like to avoid that administrative overhead for now.

Anyway, please keep the quality bug reports coming!
