No, Linden Labs needs to change them. Right now Linden Labs treats  
your identity as protected information. It IS realistic to assume  
that they mean to take reasonable precautions to protect them or  
anything that can easily be used to discover them.

No you can't, because the Agent key is not correlated with anything  
outside the account.

It can set the URL. That won't start the music playing unless (a)  
it's enabled, and (b) it's set to play. I don't know about you, but I  
normally leave it NOT playing unless I have a reason to listen to the  
music on that parcel. Some people's music is really really awful.

Change the URL every time a new agent comes into range, and include a  
compressed version of that agent's ID in the URL. If there is only  
one new IP address fetching the new texture, you have a high degree  
of confidence that is the IP of that agent. It won't take many  
repeats to establish a reliable list.

And meanwhile, another great idea:

Good idea. That would work better than popups, though you would want  
to be able to request a dialog from the pie menu to "always allow"  
that object/creator/group/...
