[sldev] New Feature: Mute Visibility

I just found an interesting idea on a feature request (SVC-246) which 
could be rather easy to implement and could solve a couple of problems 
for many people.

I made a new feature request for that and will probably try and see if I 
can implement it: https://jira.secondlife.com/browse/VWR-1017

Does anyone have thoughts about how this could be best done or possible 
(positive or negative) ramifications in this?
