I have never needed any of that to compile SL on Windows. As long as you 
have the Windows SDK, DirectX SDK, boost binaries, and binaries for 
whatever optional (FMOD, Quicktime, Mozilla) stuff you want to install 
it should go fine. At one point I was looking in to removing the Windows 
and DirectX SDK dependencies but was pulled away for other things.
