[sldev] Compiling under VS2005

It appears the .vcproj files reference
c:\cygwin\bin\flex
c:\cygwin\bin\bison
c:\cygwin\bin\mv (this may be new in 1.17 and
could be changed to a Windows copy or move).

so at least Cygwin seems to be required.

But I can't see reference to the rest.
