The 1.16 --> 1.17 protocol changes were required to get the last bits of
chat functionality in place to enable Voice First Look on the main grid.

The 1.17 --> 1.18 protocol changes will enable the move to LLSD/HTTP based
messaging, which should help reduce the need for mandatory viewer updates
any time a messaging change is needed. There are a handful of other
scenarios where new viewers will be required, but this will certainly make
our lives easier.
