[sldev] Lindens: Empty packet fields?

The ParcelProperties packet has a field called ClaimPrice which I have 
only seen zero values for. In the code this field is referred to as 
claim_price_per_meter and mClaimPricePerMeter, but I have no idea what 
it is supposed to be used for or why it is always zero.

When I issue a MapBlockRequest (from 0,0 to 65535,65535 with Flags = 0 
or 1 and EstateID = 0, Godlike = false) I get back MapBlockReply packets 
for the entire active grid, but the RegionFlags value is always 0. 
However if I actually teleport to the region the RegionHandshake has the 
correct RegionFlags values. What's up?
