[sldev] better version of boolpatch

Wasn't there something about incompatibilities between different versions of
expat used by the various libraries? Or was this another include that had
this problem.

It would be best to not roll these patches into one patch. Keep the header
update different from the bool update (so LL can implement them as they see
fit and not reject both because of one).
