[sldev] Source release for 1.16.0.5

Setting up to build and debug the viewer is fairly straightforeward, at least 
for windows. I just did it yesterday and I'm not exactly an expert at this 
kind of thing. There is a page at 
https://wiki.secondlife.com/wiki/Get_source_and_compile that points to the 
instructions for the various environments. I used Windows XP and the free 
Visual C++ 2005 Express. The procedure is lengthy and you must be careful 
that you follow the instructions. I screwed up a few times by getting the 
wrong version of several of the packages but I went through again and found 
my mistakes and it now compiles and runs although I now have to do it again 
with the 1.16 release. Good luck. If you have questions, I will try to answer 
them.
