We've narrowed it down to a problem with at least one corrupt JIRA entry
(a comment in MISC-741). Any XML query that includes that issue will fail.

If you find other similarly corrupt issues, let me know. I've got a
request in to our provider to investigate that issue before I go in and
nuke/refile it.

(p.s. FYI, logins to jira.secondlife.com and wiki.secondlife.com are
failing right now. We're working on it)
