[sldev] Particles in Windlight are now very borked

[SL - Farallon Greyskin]

There was some particle work done in the latest windlight which causes a mass of new bugs.

If anyone else is experiencing the same problems or others, add to or vote for this. Whatever problem was fixed that caused this new behavior surely wasn't as bad as this :)
