[sldev] VWR-1475 stalled? (OpenJPEG lossy patch)

VWR-1475 still hasn't been merged near as I can tell. I uploaded a new
version that uses the new "reversible" flag. This gets rid of the hidden
preference hack and should be mergeable as-is now. Please do so. :)
