[sldev] New jira-notify mailing list

Hi all,

I was lamenting the fact that JIRA doesn't have an RSS feed for all
changes in a project, and reading through the issue here:
https://jira.atlassian.com/browse/JRA-8973

....when it occurred to me (because it was suggested there) that I could
set up an email list, at least.  So I did.  Here's the new email list:
https://lists.secondlife.com/cgi-bin/mailman/listinfo/jira-notify

As of 15 minutes ago, this picks up every change made in JIRA.  This is
probably going to be a high volume list, so don't join it if you aren't
good with mail filters.
