[sldev] Idea: Client side rotation, relative to object motion

Lately I was trying to think of other ways LL could improve the detail
and appearance of objects, while not increasing the network and
simulator processing load.

One area where the simulation is extremely hard to do properly is the
realistic rotation of wheels. A script can set a speed of rotation for
wheels, and it can read vehicle speed to set the rotation of the
wheels, but unfortunately this is not a very precise process due to
script lag and network lag.

This rotation of objects could potentially be offloaded onto the
client, where the precision of wheel rotation can closely match the
