 From the look of things that code appears to be cruft.  It dates from
2005 or earlier and to my knowledge we have never used it for any
real puprpose internally.  I think it was an experiment that was never
cleaned up.  'svn annnotate' shows that it hasn't been maintained since
it was first added.
