Why a timestamp instead of a notification about that an avatar was banned
sent to everybody on the parcel automatically?
Then updates can be sent incrementally. The banlist can be very long in
some places. Seems inefficient to reload it fully every time to just add
an extra entry.

That's the idea :-)
If we can effectively defend ourselves grieifing becomes a lot more boring.
The ideal situation IMO will be when I can issue a command and have that
avatar be unable to cause any further trouble after that.
