It appears an idea for non-copy assets is partially done for scalability 
in mind. My suggestion would be to let copyable assets to decentralize 
themselves away from the current central server. That way bandwidth can 
be reshaped and localized to where the assets are effective. You can see 
some of this already happen with the drawn-up cache servers, which shows 
it is possible.

The questions then becomes how would a viewer or region know where to 
find the assets once decentralized. Perhaps, a scheme like http 
redirects could help.

The idea here is to reshape asset bandwidth so that population data does 
not have to be squeezed.
