Not a form letter at all, no, sorry about that; I did compose it at work
while working on a formal document so my wording might have been a bit
stifled.

The remark about no-transfer being "evil", that was actually in an earlier
thread - though it's probably not productive to drumbeat that.

I do agree with your analogy regarding speed limit signs. And your idea of
a "permission for permissions" i.e., "may not set no-mod/copy/transfer" -
it's a much simpler approach and less convoluted.

But this is the sort of discussion I was speaking of - a back and forth
hashing out until a good body of ideas is developed.

I'm not claiming to have all (or any) of the final ideas. Am just exposing
thoughts to the discussion for reason of dialogue.
