[sldev] 100% repro issue with release 1.19.1(4)

I just downloaded 1.19.1.4 and I see some strange walking behaviour too: 
  some backtracking, some rapid walking in place at times.  I'm guessing 
it's the server, though.  The Lag Meter shows red for the Server, 
"server framerate below 20" at times.  My avatar shakes when it stops 
turning too.  Is that why it's called Havok?
