[sldev] 100% repro issue with release 1.19.1(4)

Thing is, the 1.19.1(4) RC viewer does NOT show this behavior. I can 
bounce back and forth between them in any sim and turn the behavior on 
and off dependig on which viewer I'm using: RC 1.19.1(4) or R 1.19.1(4).


IF there are no code changes between RC and release, this shouldn't 
happen (unless there's some REALLY strange bug in the XML-handling code 
or something since there are changes in dialog boxes and the like).
