[sldev] Estate Windlight Settings?

So let me get this straight..
I go to my region where i am an estate manager.. I play with my preference
settings and do all the groovy effects.. and that will set the sim?

One would thing it would be in the sim settings.. If its there then all we
have is SUN CONTROL

Which leads me to my previous question how or when do we set the effects.
