[sldev] Interest list / draw distance anomaly

I'm not sure if this qualifies as an issue at this stage, so I'm taking 
a moment to get some impressions from the technically ept.

Using the 1.19.1 and 1.20 (when I can get that to not crash quite 
quickly) viewers, I usually have my draw distance set well up (often at 
512), and until - I'm not sure when, a week or so ago perhaps - until 
recently, everything behaved as one might expect.

Then things changed. Suddenly geometry and even terrain that was well 
within the draw distance would stop appearing. My sphere of drawability 
became a squooshed potato shape, with terrain sometimes cutting short 
suspiciously at property lines, half builds within a hundred or two 
hundred metres rezzing while the other half did not.

Moving helps. Dialling down my draw distance and then boosting it back 
up again helps sometimes too. It is as if the interest list has drained 
before I got everything on it, and that I have to do something to signal 
the sim that my sphere of interest has changed before I can get the 
remainder of the drawable land and objects.

Fair enough - this could be just me - but I suspect the onset coincided 
with a server update (though it seems more common in some simulators 
than in others). Is this just me, or is anyone else seeing this? If it's 
not just me, it's probably a JIRA candidate.
