What we are discussing here are not open source projects per se, but projects which use a public bug/feature trackiing system. Open source projects do not have an exclusive right to use public bug/issue trackers, and it might make more sense to compare SL to closed/commercial source projects using public trackers given that the development effort on SL is still primarily driven by paid employees.
As for an example, well jira itself (as well as the other atlassian tools) is a very good example of a closed/commercial source project using a public bug/issue tracker:
