Looks like it ;-)

Yea changing the link order without rezing in world would appear to
require server side changes as its all handled by the simulator. So with
out a simulator presence the things are only assets and not objects.

But a general tool for advanced fiddling with the link order of rezed
objects, could be useful and only a viewer side change.
