The Vivox SDK (and hence SLVoice) per se is not opensource. However, it looks like the Vivox SDK is basically an API layer over OpenSource SIP stack layers, and OpenSource 3D sound spatialisation libraries (OpenAL) - I think there is a full list of all the components on the wiki.

According to the About box in the SL viewer, the codec in use is "Polycom Siren 14 (ITU-T Rec G.772.1 Annex C)" for which there is a reference implementation at http://www.itu.int/rec/T-REC-G.722.1-200505-I/en 

So, I suspect it is mainly time and energy which are the barriers to a full open source replacement.
