I have.  Some others should have.  I don't think the open source
community (as a group) have.  I don't know whether Lindens have.

If LL had employed ICU from the beginning, we were happier than today.
However, the current SL has a lot of incompatibilities with ICU, and
it is not easy to use ICU in combination with the current SL viewer
code base, IMHO.  Of course, it is not a magic wand.  We need
something more than using ICU even in that case.

There are some.  However, I don't know any available ones that is
distributed under a license compatible with the SL Open Source...  I
love to find one.

The current SL viewer runs primarily in C locale.  So, scanf should
work as intended.

However, I want to change it, i.e., to run the Linux viewer under the
user's locale (e.g., specified by LANG environment variable) so that
the GTK immodule to work with SL viewer.  (See VWR-2261 if you are
interested.)

I believe the Second Life Open Source community never vote.  It is
always LL to conclude somthing, sometimes based on the
community's discussion and sometimes not... :-(
