The latter, with a slight tweak:

1.18.6 RC4 ...(hopefully no RC5 but who knows)... 1.18.6 Release 
(optional update) then 1.19.0 RC1, 1.19.0 RC2, ... 1.19.0 Release 
(optional update) ... 1.19.0 Release (mandatory update)

(i.e. even 1.19 will be "optional" for a while).

My apologies for any confusion caused by the earlier mail. Talking about 
multiple releases simultaneously (without pretty pictures) is always 
troublesome. Keep the questions coming!
