Oh, cripes.

That's all of a part with disabling the "voice dot" for voice- 
disabled users.

It's at LEAST as important for voice-disabled users to know who is  
voice-enabled (no, we don't need to tell if they're actually talking).

(yes, I'm aware this will likely require a server update and a new  
packet. It's still necessary)
