[sldev] Improving rendering sequence

I was having problems with Windlight so I switched back to the old  
client, and I notice that loading order *seems* to be different in  
the two clients after a teleport: closer objects rezzed sooner. So  
the client does have some ability to effect this. Possibly it's  
choosing to load textures for closer objects and thus rendering them  
sooner.
