[sldev] RevokePermissions

Hey all, just wanted to ask if there's been any discussion as to why the
RevokePermissions message hasn't been implemented in the official viewer.
It seems to be in working order all this time from what I can tell.  But the
official viewer even goes so far as to warn that you "can't revoke this" in
the PERMISSION_DEBIT dialog.  Is there some issue with it that noone is
aware of?
