The inventory fetch is scheduled one folder at a time.  Any time you  
explicitly open a folder, the request for the contents of that folder are  
put at the top of the queue, so you should see the contents appear  
quickly.  But as long as you see the number of fetched items being  
reported at the top of the inventory window, then the entire thing is  
being downloaded.

I'm not saying that the fetch occurs immediately, or even for everyone.   
Just that, with average usage, you will generally end up fetching your  
entire inventory whenever you log in.  It puts too many constraints on our  
feature set if we have to delicately step around having your inventory  
available.
