I would not have any compunctions about using "speed limit" as an  
analogy for bandwidth when talking to a non-technical person, any  
more than I would have compunctions about referring to the speed of  
light that way, even though it's not precisely correct either way.

Using "bandwidth" to refer to a quantity of data, rather than a rate  
of data flow, is more than merely imprecise, it's inaccurate.
