That's a pretty standard thing to do in creating custom identifiers  
based on domain names. There are a number of other systems that do  
this the same way to indicate that this is an *identifier*, but not  
an addressible site. The effect of using URIs for identifiers in XML  
DSDs has been pretty heavy traffic on the sites specified from naive  
programmers who thought they needed to fetch a DSD every time they  
parsed it.
