It's on topic, but I think starting a related thread in the same style
as the previous one is not going to be productive.
I'd suggest putting a comment on the talk page of this page:

Discussions on this mailing list tend to go in circles because people
don't quote enough the original subject with enough context to stay on
topic. (BTW, mindlessly letting the quoted thread accumulate in a
top-reply doesn't count as providing context). Also, few make an
effort to direct conversations off list when they're spiraling out of
control. Most generally don't make an effort to see if the topic was
already discussed and documented on JIRA and/or Wiki.
If this conversation does stay on-list, I sincerely hope that it stays
