[sldev] Compiling/VS2003: Where is develop.py ?

We could really use at the very least a 1.19 refresh that includes
some of the LSL improvements, it's kinda silly not having PRIM_GLOW
available in the compiler. I think the slow time between releases is
causing problems on JIRA with people reopening issues that have been
resolved in the 1.20 RCs because they are still having them in the
1.19 series. Not mentioning that it just doesn't seem right to
continually add new functionality into the RCs and not release a new
client. Particle people instead of gray bodies was a bit of a surprise
to spring on people in such a late RC. Subverts the Alpha, Beta, RC
expectation. *shrug* No worries, I won't be leading the mob to pound
on your door over it.
