[sldev] Wind Sound CPU usage. (patch-4)

I didn't see anyone else from Linden mention it.  Just wanted to let you 
guys know that internal devs at Linden Lab are really excited to see 
this kind of discussion on sldev.  This specific thread has come up in 
conversation around the office more than once.
