Actualy windlight with all settings turned down is faster for me than
non windlight, on my rubbish laptop.

i think the version i grabbed from SVN for 1.19.0.5 had this issue
that has crept in to 1.19.1 which is why i saw it on my build of
1.19.0.5 but no one else did.
I've found multiple repros posted on JIRA now :-
VWR-5365, VWR-5505, VWR-5433, VWR-5409
and
VWR-729 has been reopened. It seems on 729 Tofu has a fix pending?
Possibly we need a bit of JIRA prunning on the dups.
