[sldev] Small Prim Culling

Regarding the small prim culling... the annoying one that is based off 
your agent position rather than your camera position...

Does anyone actually know where in the code this happens?

It appears that some Linden went to add a menu option to disable it, and 
then got stuck the same way I am, unable to locate where it happens in 
the code.

If anyone has any hints about where this happens, I'd appreciate it.
