Unfortunately it isn't quite as black and white. Whilst, clearly child pornography is prohibited content - when LL asked people to be vigilante about child pornography (partly due to the badly chosen phrase of "age play"), many got ARed for being child avatars or being called Lolita etc.. Hence I could quite imagine children clothes stores, and Gothic Lolita stores getting a relative high number of "prohibited" flags even though these are not prohibited (by people misunderstanding rather than necessarily deliberately grieffing).
