Well yeah.  That was the problem.  People worked on boosting their
rating instead of actually contributing the things the rating was
supposed to rate.  An open ended positive feedback system just leads to
feedback whoring.  c.f. eBay and Slashdot back when Slashdot displayed a
numerical karma score on your profile.
