Can't give references to research - but I would suggest a different approach:
 
Mature content
 
Google has something called "SafeSearch filtering" which can filter out "explicit sexual content" (http://www.google.com/support/bin/static.py?page=searchguides.html&ctx=preferences&hl=en). Given the new search uses a Google Appliance could a variant of that be employed (when the mature checkbox is unticked)?
 
 
Spam
 
Work on the landmarks project to allow better social tagging of locations etc. - improve the amount of description you can add to locations/objects etc. so that the real results get ranked better. i.e. increase the relevancy of non-spam rather than tag spam per se.
