What about using a cloud system, let people tag specific locations and
switch to tag based searching, of course there would have to be a
system to weigh each tag for a specific entry be it parcel, event,
etc...  I would be against this being used for people tagging
which should stay purely alphabetical and tagging for listings that
are based on paying for a listing should stay prioritized based on the
amount paid (although that's an entirely separate issue altogether).
