What happens if a listing reviewed by the Governance team and reinstated, goes on to get another x votes?
 
A good example might be a free to play casino (i.e. you play the games for fun rather than money) - this *isn't* prohibited by the gambling ban. However, I suspect a significant proportion of residents would think that any casino is banned (after all even some of the Lindens tasked with deleting gambling devices failed to realise that distinction and removed some free to play games - much to the annoyance of residents).
 
As such I could see such a listing quite frequently attracting x votes, being automatically taken down, being reviewed by the governance team, being reinstated, and a few days later attracting another x votes etc.
 
This may also apply to search listings for other activities where there is some ambiguity as to whether it is prohibited or not, or where there is a sizeable group who would *like* to see that activity banned (even though it is legal, permissible, and the community as a whole has no problem with it).
