That is in fact how it already works, at least for every JIRA entry i've ever created. I get emails for every edit and comment.
To the larger question about cleanup, I agree the JIRA is in poor shape. Sadly there are a lot of old entries which are probably still valid, but simply aren't a priority for Linden Lab. However I'm sure eventually they would be reported again if they are still valid.
One suggestion I would give is, if the old entry has a DEV number, I probably wouldn't delete it.
