[sldev] Jira cleanup, giving pjira a little loving

On a related matter,
 
I've recently realised that if your IM's get capped, it also means that inventory offers get dropped as well as IMs (as in effect an inventory offer is essentially a special form of IM), in that I get e-mails about inventory offers but not the inventory offer itself when I log in.
 
I'd sort of been lulled into a false sense of security by all the profile messages "Please send me a notecard in case my IMs are capped", into thinking inventory offers had priority over IMs when it came to capping but this doesn't appear to be the case (and this advice is not particularly good, sine if your IMs are capped you aren't likely to get a notecard either...)
 
I've no idea what happens to no copy items sent if your IMs get capped (I have a sneaking suspicion that this is a potential inventory loss but haven't tested this yet...)
 
However, I don't want to create a jira on this (this isn't a particularly desirable situation), if one already exists. But attempted searches using terms like "IM capped inventory loss" etc. hasn't thrown up any obvious ones.
 
Anyone know if this is already in jira somewhere, or if I should just go ahead and create one.
