[sldev] Abuse reports

Hi,

I would post a Jira on this but it seems more urgent. Sorry for the 
mostly off-topic post, but I figured this was a quick way to reach the 
relevant linden (since phone support is outsourced, yay)

It seems there's a problem with abuse reports right now, it just kicked 
out an email as follows:

RT could not load a valid user, and RT's configuration does not allow
for the creation of a new user for your email.
