I believe it is the machine having the hardware as listed on the
minimum requirements.  As of this writing, it is:

Pentium III or Athlon, 800MHz
512MB memory
Either GeForce 2 or 4MX, or Radeon 8500 or 9250

if you run Windows XP or Linux, or

G4 1GHz
512MB memory
Either Radeon 9200 or X series, Geforce 2, 4, or 5000 series

if you run MacOS.

I have no idea on this.  10fps?
