[sldev] Enabling RequestTextureDownload, HTTP texture downloads?

Is there any ETA for the HTTP texture download code paths in the client to
be compiled in by default? Based on
https://jira.secondlife.com/browse/VWR-8833, it looks like things are not
far off.
