NVIDIA binary installer, because Fedora doesn't provide one.

Thank you, Robin. You are right. The particular option for NVIDIA
binary installer is "--no-opengl-headers", and the package name for GL
header files in Fedora is "mesa-libGL-devel". Re-installing
mesa-libGL-devel package through yum and re-installing NVIDIA driver
with --no-opengl-headers option solved the issue.
# I'm having other issues and have not yet built successfully, but
it's aother story.
