[sldev] Oblong Sculptie LODs - Linden support wanted.

Members of the community have got together and come up with a fix to the
oblong sculptie ratios which would give us exact control over all LODs
for some sculptie map sizes.

Unfortunately Qarl doesn't agree with one part of our solution and
removing it would basically make a lot of the additional ratios useless.

Qarl Linden "unless there's an objection, i'm going to implement
everything but the ^2 thing - and you guys are more than welcome to try
to get a different linden to take-up your cause."

I'm not sure what else I can add to what I've already said in the
comments on the Jira, except that a lot of artists would be very happy
if someone can take up our cause and convince Qarl that it's worth
keeping that part of the patch.
